What kind of tool is this or brush?

Hello, I had a question watching a video regarding brushes. I believe this was done in photoshop and I think it's a custom brush, however I tried to replicate it to no avail. Is this a custom brush that lets them layer like this or is it a different tool?

Hi @vvvvv4444443 that appears to be the Blob Brush in Adobe Illustrator.

I think it might just be the Brush on a (Solid Color) Layer with some Layer Styles applied.
