As @jane-e points out, the single-app Photoshop plan offers more online/cloud storage compared to the Photography plan. And it can be purchased month-by-month, whereas the Photography plans cannot. It also includes the Premium versions of Adobe Fresco and Creative Cloud Express, both of which normally cost $9.99/mo. by themselves.
By contrast, the Photography plan includes Lightroom and Lightroom Classic, and is offered only as an Annual (12-month) subscription.

Generally, most customers find one of the three photography-related plans to be of better value – but it depends on your needs.
