Hey, @博22823642ltqo. Welcome to the Photoshop Community. I'll need more information to help you figure this out. Please share the system info from Photoshop Help > System info > Copy and paste into a text document > Upload and attach here.

I've tried to recreate this, but it behaved as expected. Do you notice a difference when you toggle the Enhance Pointer Precision option in Windows? 

Also, please test and confirm if the issue exists with Photoshop (Beta). You can get Photoshop (beta) from the Creative Cloud > Apps tab > Beta Apps section.

only the tip of the mouse cursor is active, not the entire mouse icon. this is the way it has always worked in both windows and on macOS. Please confirm that you are positioning the tip of the mouse in the middle of the layer.

after viewing your video, it appears that your mouse is positioned too high within the layer and that is why it is selecting the layer above.

I don't think so, and can observe that the mouse positioning in the channel panel is very precise.
In the Layers panel, when clicking at the lower part of the dividing line, the upper layer is selected, while if it is a double click, it goes back to the correct layer.
If you zoom in you can also see that there is a misalignment present in the blue UI position.
And my windows resolution is 1920x1080, if the zoom is adjusted to 200%, the blue UI misalignment disappears
I'm more than recognizing that this is a small internal parameter error, and hopefully it will be fixed sooner rather than later

For testing purposes, try moving the mouse into the middle of the layer instead of positioning it at the top. Your mouse is too close to the layer above.

Logically yes, but in the layers panel I'm used to using small thumbnails to show more layers. When I use large thumbnails, this issue hardly affects me, but with small thumbnails, the chances of this issue occurring are higher, about 1 out of 10 times I accidentally click on a layer close to the border, resulting in operating on the wrong layer.
