Hey, @博22823642ltqo. Welcome to the Photoshop Community. I'll need more information to help you figure this out. Please share the system info from Photoshop Help > System info > Copy and paste into a text document > Upload and attach here.

I've tried to recreate this, but it behaved as expected. Do you notice a difference when you toggle the Enhance Pointer Precision option in Windows?

Also, please test and confirm if the issue exists with Photoshop (Beta). You can get Photoshop (beta) from the Creative Cloud > Apps tab > Beta Apps section.

only the tip of the mouse cursor is active, not the entire mouse icon. this is the way it has always worked in both windows and on macOS. Please confirm that you are positioning the tip of the mouse in the middle of the layer.

after viewing your video, it appears that your mouse is positioned too high within the layer and that is why it is selecting the layer above.
