when the crop tool increases the size of the canvas
transparent pixels are created
and in older versions there was a filling with background color
how to do as in like older versions,
content aware chekbox not help

Photoshop CC 2017 is the oldest version I have currently available and after checking there I think you forgot to check »Delete Cropped Pixels« in the Options Bar for the Crop Tool.

You need to have an actual "background layer" in your layers panel 😎

Could it be that you are thinking of Image > Canvas Size and not the Crop Tool?

nope exactly ue crop tool for add canvas size they create empty pixels, jkder ver photoshop autotically fiill that pix to background color
