I no longer see "Open As," now, after update to 22.5.0, I only see "Open" and "Open as Smart Object." Is it gone? Moved?

I had started to use it to open jpeg files in camera raw without having to use Bridge.

I'm going to answer my own question.

I see it now.

Use "Open" and then, in the pane where you pick the file, near the bottom right is a drop down that lets you set the format to open as.

There are differences between  Photoshop Windows Interfaces and Mac interfaces for Adobe uses  Apple and Microsoft file system interfaces to support their different files systems.  Adobe did not create a common Photoshop cross platforms file system interface. Photoshop runs on both platform but there are differences between platforms.  Supported featured may different support for specify platforms.  For example Photoshop Script  Supports AppleScript, VSB and JavaScript. Only JavaSript is Available on both Platforms. Adobe tries at times the force support to be the same and brake things like user Actions when they the add things like Save a Copy for the changed Apple  egosystem.  Thankfully they only broke Users work flows and Photoshop's Saved As User interface.  Adobe has now add a preferences that you can use to enable legacy Save As so you can continue to use your old work flow the old batch actions.

Adobe Job is not easy  Operating systems and hardware  will change where Adobe has no say in what matters.  There will be more changes in the future Photoshop is huge Adobe has a mountain of code to maintain.
