white background layer not appearing

i have tried to open previous files as well as new files and all that appears is the black screen with no layers showing, however down the right hand side it says there is a white background layer. ive tried using the hand tool, making it fit screen, fill screen etc and nothing works.

My best guess is that you have your workspace arranged with document windows floated and minimised.

 

Try Window > Arrange > Consolidate All to Tabs
