Why can’t I find the crop tool in Camera Raw sometimes?

If you use Camera Raw in Bridge or from File>Open in Photoshop, then there should be a Crop Tool.

On the other hand, from within Photoshop, Filter>Camera Raw Filter does not have the Crop Tool.

I searched online for uncertain answers and found that some said the crop tool is only available when opening RAW format images after the new update, but not for JPG. Is this true, or are there other rules? I feel like this answer is not very accurate because it doesn't seem scientific.
