Why Does Camera Raw Filter Stop Working?

I do astrophotography, which involved lots of layer duplication and editing. As the title states, I'll be working, adjust levels, duplicate layer, go in camera raw filter, adjust the noise, clarity, brush mask things, etc. then continue editing my photo. Later down the line in my editing process, when I go to use camera raw filter again, it just reapplies what I did earlier, to my entire image.
Why is it doing this? I've had to completely start over on 2 projects now cause I can't use camera raw filter again later down in my workflow. My file opens as a TIF.

Are you clicking on the Camera Raw Filter at the top of the Filter drop-down list marked with number 1 in the screenshot, or the one below marked with number 2?

When using the top option, it will reapply the last settings without opening the ACR dialogue.
