Why does fresco have more better shortcuts then photoshop

In Fresco, you can customize the tool tabs and color wheel navigation. It also has a squeeze feature for the Apple Pencil Pro, which is wonderful. I’m wondering why Photoshop lacks some of these pretty changing workflow options.
