I saved the pages of my book as PDF in Photoshop to be printed via Ingramspark (Sizes are 8.5x8.5 inches and 300 PPI). When I uploaded for print proof, on preview all the pages seemed to be extremely zoomed, I barely see 1/4 of the page. why this could happen, what do you think?

Are you previewing the pages in Adobe Photoshop? Adobe Acrobat? Another PDF viewer? Is it a Zoom issue, or are the pages cropped? If you are in Adobe Acrobat, change the view with Cmd+0 or use the View menu.

Can you try opening the PDF in Adobe Acrobat or the free Adobe Acobat Reader to see if the entire page is there?
What are the exact steps you took to go from Photoshop to PDF?
And can you try a sampling (1 to 5 pages) to see what happens?

Save as - Photoshop PDF, and I didn't change any default setting. Below the picture was a white background as a separate layer. But I've never had a problem when I saved it this way (with white background layer) before. Could that be the reason? And yes, I tried opening the file in Acrobat, looking fine. But in the preview that I mentioned, it looks like this:

What resolution is your computer display set to? And, what resolutions does it support?
8.5 inches by 8.5 inches at 300 dpi means you have 2,550 pixels by 2,550 pixels. If your display is at 1920-by-1080, at 100% you would be zoomed in. If the display resolution is lower than that, then the zoom will be increased.
If you have a 4K 3820-by-2160 display, you would be able to view the images at 100% and see it with room to spare.

Oh I see, but I don't think this is the issue. I uploaded my PDF file to a publishing website called Ingramspark, and at the preview they sent it looks cropped like this (But I open the file on Acrobat, and Photoshop again, it looks fine):
