Why does Photoshop scale the image size when exporting?

Hey guys.
I'm currently working on a rollup that I've already paid for through a website. I expect a file with the finished design in 87x242cm. I already finished the file as a PSD and adjusted the size etc correctly. It was a lot of work...
I'm trying for 2 days now tp export image as a PDF (i tryed all other formats aswell) to export (directly via Photoshop and synonymous with external export programs) but the picture is as soon as I click on "Export as ..." its in a picture size of 29% Scaled. If I try to increase the number, it will show a size of 28,999999999% and further magnification just will not happen. Unfortunately, I can not find any tips on Google and I honestly do not know how to call the problem. I don't know what to do anymore... Thank you guys!

    You don't use "Export" for print files, you use "Save As". Export is for small files for web and mobile devices.

    Yes, I know the convention in many applications is to call any final output an Export. But not in Photoshop. Here Export is strictly for screen use and screen viewing.

    Have you tried »Save As« (with »As a Copy« checked) to save a pdf?
