hi @dee29383554h2tt that is a clear indication of a bad graphics card.
Unfortunately support for CS6 ended years ago and if you upgraded anything - OS, GPU Drivers, other Hardware - there is no telling what effect that you would have with your install of CS6.
You can try turning off the GPU setting in Preferences/Performance but that is a delay for the inevitable at best.

Oh wow I just upgraded my GPU to a brand new 3070ti. That's unfortunate.

@dee29383554h2tt that would do it. That GPU is not compatible in any sense.
When you make the decision to stay on older software - you must also make the hard choice to never upgrade OS, Hardware, GPU, etc. or risk (as you found out) breaking the software compatibility.
