¿why is photoshop appear to run faster on a i7 3870qm cpu than a newer i5 9300h?

the 9300h cpu is from 2019 it supports avx2 and newer instructions set than the qm from 2013. I notice the older qm laptop cpu changes fonts on text faster 'only 1 sec' than on the newer laptop cpu. both pcs are laptops. I changed settings abit like disabling multithreadinng thinking it'll run better on 1-2 core than trying all 8 logical procesors for the 9300h but the speed with a check there/not there was the same. I also have nvidia panel for photoshop to use the faster 1050ti gpu than the integrated for the newer laptop. not sure how the 3840qm cpu laptop has its settings, is a 4 core cpu supports avx which is older than avx2?

Without any details comparing between the two setups there is no way we can assist you with guesses. There are so many variables that can affect this - number of fonts installed/active, PS settings, system settings.

 

Your best option is to compare the two but I would focus on the GPU setups with Nvidia.

As Kevin says, there are too many unknown variables in your question to give an answer. For example :

Power Settings can impact the CPU and GPU speeds, are they the same in both PCs?
Cooling is a big factor particularly on laptops which due to their construction cannot clear the heat from CPU and GPU in the way that a desktop can. Many laptops throttle the CPU speed if they start to get warm.
RAM speed makes a difference as does memory size and even the make up of the memory in terms of number of channels  and which slots the memory is plugged in to.

The disk type and size used for the scratch disk makes a massive difference - a spinning drive is slower than an SSD and an NVMe drive is quicker still.

Finally, the operations being timed make a difference, for example some operations now use the GPU, some use multiple cores of the CPU and some are single threaded.

 

In comparing two CPUs you would need to equalise as many of the other factors as possible.
