With the September 2022 release of Photoshop 23.5.1, we provide fixes to customer-reported issues and performance enhancements. For details, see Fixed issues.
To update Photoshop to 23.5.1, click "Update" in the Creative Cloud desktop app next to Photoshop. More detailed instructions for updating

Thanks for responding so quickly.
I'm confused as I had updated Photoshop to 23.5.1 in September already, but CC app suddenly is saying that there is an update again for Photoshop but it's the same version as in September, which is my current version. I've uploaded 2 screen shots, one of my PS current version and one of CC app saying new update.

Hi, make sure that you update the Creative Cloud application, I also had a suggestion to update, while I am fairly certain that I was already running 23.5.1

Yes getting that same update suggestion here on both windows 10 and macOS Monterey 12.6 with photoshop 2022 (ps version 23.5.1) already installed.

This happened to me too on Windows 10.
Photoshop suddenly wouldn't launch, no error message, no photoshop.exe in the Task manager, nothing.
Then I noticed that there was an update to 23.5.1. which I already had. I ran the "update", then I could launch Photoshop.
