Why this is happening to some brushes?

When I use right click with brush selected, the selected one has an orange border on the list. Some of them are highlighted in orange others in blue.

Why is that?

I think is a problem because now the brush is painting awful. With no flow, even with flow and smoothing at 100%.

If Sahil's link doesn't help please provide a screenshot with all the pertinent panels opened, it would also help if you mentioned what version of Photoshop you have

If it's Photoshop CC2018 you can revert to the old legacy brushes

I think an orange border indicates that a brush preset has been modified in the Brush Settings panel.

I had the same problem.
When I clicked on a specific brush, the color of the border of that brush appeared as orange instead of blue.

The orange color means that the settings of the currently selected brush are different from the settings in Brush Settings.
For example, if you select a brush and edit something in Brush Settings, you will see an orange border.

However, this problem occurs even if you click on the brush and try to change the Brush Settings to the settings of the selected brush.

How to fix
This problem actually occurred because you cannot change the settings of the selected brush.

Check if there is an option locked with a lock icon in the Brush Settings panel. If there is, click on the locked option to unlock it.

Then select the brush again and it should be fixed.
