Why when you try drawing over a pen tool fill in ... it forces your picture to be rastered in red

=_= I have soo many designs I want to release but I'm stuck at the forefront with that matter

 

Stuck in limbo for the past couple days and I just want to release my uncomplicated designs for starters for my adobe/shutter stock art pages

 

Relearning the pen tool and utilizing layers more effectively was a pain . I'm figuring out why there's a red fill in color when I'm rastering an image and why cant I draw on top of a NEW LAYER for the fill in color when I lowered the opacity .

Why when you try drawing over a pen tool fill in ... it forces your picture to be rastered in red , it wont show the current page you then are brought to draw in .... 

 

( fill layer chained to a blank white layer)

 

Why is  it soo hard to continue to draw on a differen't or  new layer which I lowered the opacity on. 

 

Then I want to combine the layers.

 

 

I need help ... I'm getting abit overwhelmed learning what I can and cant do  with the layers and pen tool... I can only learn soo much with tutorials on youtube..or I cant find the right one

You mentioned a red overlay. That may be quick mask. Press Q. Does it go away?

( fill layer chained to a blank white layer)

It seems you are mentioning layer mask which is white by default and perhaps you are trying to paint on it. Layer mask serves to hide content where you paint black on it. It will be very useful to post screenshot with some speech bubles or arrows to indicate your problem.

Sorry for the late response... I really want to make the background that yellow plush and make the napkin a dark and light blue puffiness with a plush cloud color then add other designs and textures on top... but it keeps showing that  logo " crossed  x sign" that I am prevented on clicking or editing anything on any of the layers so .. I really need help .... I want to draw on top of a fill in pen tool layer

In one of your screenshots you have shape layer selected and Paint Bucket Tool active. You can not use Paint Bucket Tool on vector based or shape layer. Select Background layer then click with Paint Bucket Tool somewhere to fill with color. You can also activate Brush Tool and paint color but ensure that you have created blank new layer for that job, do not try to paint on shape layer which has small vector icon in the lower right corner.
