Why would Photoshop select the text character horizontal scale slider by default?

This happens on my work computer, haven't noticed it at home, but...

 

Why would Photoshop automatically select the text character window text horizontal sacle % contol every time it opens a file?

 

It's a very strange behavior and wastes a lot fo time when the default tool that's selected is the mouse/move tool.  

 

Yet I have to click around until Photoshop catches up with my moves so I can do simple tasks like scale, and move things on screen.  

 

Can someone at Adobe explain why this is happening and how to prevent it going forward?  Or does someone need to reprogram something for the next update?  If yes to the last question, please do that.

What happens when you close or collapse the Character Panel before opening images?

Notice that the "Character" window on the right has the horizontal scale option selected in blue.  Yet the tool selected is the move tool (v)  and for some reason or another this is how many files open and Photoshop thinks I want to adjust the font "Character" horizontal scale over moving things on screen.  I don't understand why this happens and so can you.

Does this happen only if the active Layer is a Type Layer or with all Layers?

It seems to happen as a result of me using the text scale function before saving a file and closing it then opening a new one.  Doesn't matter what layer is selected when a file opens.  It's a weird behavior.
