As an update, I now moved my mid-2012 MBP over to Catalina 10.15.3 and no problems running 2019 and 2020. The treat with Catalina is that PSB thumbnails are now properly generated without the need for Bridge or any add-ons when working at the Finder level.

I have a 2011 MacBook Pro and 2011 iMac, both with High Sierra, both run the current Photoshop CC release.

Yes, I'm also on a 2012 Mac Book Pro. But I'm running current Mac OS High Sierra 10.13.6 and have upgrded my memory from two 4gb cards to two 8 gb cards. Also at the Apple store I was advised that installing an SSD drive would up the performance by quite a bit. One other thing Im doing is that I use the HS softwares Photo but have also reinstalled the older I-Photo. I find it simpler to edit, merge and often times just use the editing features that I-Photo had versus Photoshop... This is when I need to just simply crop and / or work lightly with exposure and simple blemish issues on my photos. However I-Photo options are rudimentary compared to photoshop. I think of it as taking the commuter bike down the block for a quick errand versus being outfitted for a major cycling tour ...

I too am using High Sierra on a MacBook Pro 2012 with upgraded memory. I'm still using PS CS4. I understand old versions like this are being phased out and will no longer work on my computer as of (?). What are my options to retain and continue to work with my files? What is the earliest version I can still use that would continue to work on my computer? I need to keep costs down. Thanks.

Your best bet is to keep using your existing software as long as you can.

That being said, here are the system requirements for Photoshop CC2019, the earliest version still available.

https://helpx.adobe.com/photoshop/system-requirements/2019.html

After next year's release (CC2021) 2019 will no longer be available for download and you will have a choice to keep on your current in perpetuity or upgrade your machine to handle newer software.

There is a PS plan you can purchase for $9.99/mo instead of the entire CC as well.

Which operating system is your old MacBook running?
