Hey, @adamt18510785. I'll separate your responses from the original report as it is for MacOS & help you figure this out. Please share the system info from Photoshop Help > System info > Copy & paste into a text document > upload & attach here.
Does this happen after a specific series of steps? There are few things you can check at the OS level.
1 - Try disabling G-Sync from the Nvidia Control panel.
2 - Try changing the Screen Refresh rate in Windows Settings & check the same in the Nvidia Control panel for Photoshop specifically.
Let me know how it goes. Thanks!

Hi, something it can be challenging and frustrating with Photoshop. As you know, more tech info you share better it is to get proper assistance. As you know, the GPU also depend of other component and setting.
> Your Processor model and does it come with or without and an integrated graphic.
> Did you set up your preference for photoshop in NVIDIA Control Panel ? it's important , more so when the processor have integrated graphics.
> Did Photoshop preference-performance recognise your RTX 4090, if yes, did you set your preference in the advanced menu ?
> GPU temperature
> RAM , how many do you have ? Photoshop loves RAM. Did you test it in the bios or else to be sure everything is working properly ?
> Latest NVIDIA Drivers
> Latest BIOS Version
and so own...
