(Win) Photoshop Move tool freezes constantly

This exact issue is happening for me, where I use the move tool and suddenly all of my tools stop working and all I can do is save and close out. I just built this PC less than a month ago, fresh installed everything, this is a GOOD PC. Just set up my preferences. One of the reasons I opted for a new PC was because Photoshop was crashing on my old PC too. I'm at a loss, I don't have any third-party addons, nothing. What gives?

    this isn't working. All my drivers are up to date, fresh installed, brand new PC

      More info is required to help you figure this out. Please share the system info from Photoshop Help > System info > Copy & paste into a text document > upload & attach here. 

       

      As a test, try installing Photoshop (beta) from the Creative Cloud Desktop app > Apps > Beta Apps tab & check if the issue exists.
