Windows 10 won't allow me to open photoshop

I can't open my photoshop app from Windows 10.  It says I must update the anniversary edition of Windows 10.  I have never had this message before, and I am unable to download the anniversary edition.

The Latest version of Windows is 1803 May 1, 2018 and I have CS6, CC 2014 and CC 2018 19.1.3 installed all work. How is Windows Update failing?

JJMack, I have been updating to the anniversary edition for 48 hours now, and it won't get past 99%.  It just sits at 99% for two days now.
