That seems to be an issue for users that use external monitors because the

Mac needs one, i.e., the Mac Mini, Mac Studio and Mac Pro.

It also happens if one is using an external monitor as the main screen on, for example, a

MacBook Pro.

If one uses Photoshop with the Application Frame turned on, even in Maximized Mode, if

Photoshop is Maximized on the screen when the Mac goes to sleep, upon waking the whole

photoshop interface sometimes has drifted as much as halfway down the screen.

If one has the Application Frame turned off in the same scenario, then only the document

windows have drifted down.

Some more info, windows and pallets dont't seem to move during sleep with Illustrator, so this seems like a PS issue. 

its a fresh install on a brand new machine. I've reset the preferences and created custom workspaces and quit right after changing preferences to make sure they save. No luck, computer sleeps windows move. Didn't happen on a 2019 or 2017 intel imac. 

Is Photoshop quitting on you? Have you saved a custom workspace? You want to manually quit PS to make sure it saves. If PS quits / force quit it will lose the settings. Make yourself a custom workspace, save the custom workspace, quit PS and you should be able to call it up anytime after that.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.  

Try with preference reset manual method, drag Settings folder (Adobe Photoshop 202X Settings) on desktop. If thats not solution drag folder back to original location. Save any unsaved actions and presets before reseting prefs https://helpx.adobe.com/photoshop/using/preferences.html
