Isssue: working area 'sticks' to cursor when dragged with Move Tool

Photoshop 24.5.0 and all previous 24.x.x versions

OS Windows 10 x64, RTX 3060 (all Nvidia drivers updated)

How to reproduce:

Step 1: open any image. Select Move Tool

Step 2: press Space on keyboard and move working area with pressed left mouse button/

Step 3: release the Space Button first, then left mouse button. OR release left mouse button first.

Expect result: the movement of the workspace should stop
Actual result: In some cases (I have about every 3-5 times) the workspace 'sticks' to the cursor: I do not press keys on the keyboard, I do not press buttons on the mouse, I move the mouse and the workspace moves behind it. The bug stops when I re-press the mouse key by re-pressing the mouse key.

I found a solution in another thread about a similar problem, but with the Resize Tool. It seems to work:

1. Made a backup of "/Adobe Photoshop 2023 Settings" folder
2. On Windows press ctrl + alt + shift and start Photosop, select 'yes' in prompt for reset settings.
3. Then close Photoshop, deleted the newly created settings folder and replace it with folder backuped in Step 1

In Adobe Photoshop 24.6 this method of fixing the problem no longer works. Disgusting bug. I'm surprised that they can't fix it for several versions already.

Just in case Adobe blames Microsoft Windows for this bug: I should make it clear that I did not experience this bug when using Clip Studio Paint. Cursor did not sticks.

It just happened with Photoshop.

All current SpaceBar related bugs are probably associated with this thread...
