Wrap rectangles or lines around circle to make a knob

Basically, I just want to do this:

But I can't find any option or way to do it, either on Photoshop or Illustrator. I've searched Google for tutorials and forum discussions and all of them are like 4, 5 or 6 years old, so their methods doesn't work with my CC 2018 version of the products.

I can't believe something so simple is taking me so much effort. Can anyone help? Thanks!

Correct answer davescm

Hi you can use the circle tool and add a dashed line then adjust the stroke options

You can cut out part of the circle to get an arc

Finally a layer effect with a gradient overlay to add colour
