Hello the text tool was minuscule because you had created a huge document. the text size are not relative to the doc, they are fixed. So 8pt will look bigger in a small document than in a huge one.
In the title bar of your document, the 1% was the current magnification of the image, that's what C_Pfaffenbichler wanted to point out to you.

Therefore, create a smaller document (in total pixels) and the text tool will look normal, plus, you won't run into memory issues.

IMHO, Photoshop is not the best tool to create banners, and it is not useful to work at 300 ppi for a 24in x whatever, as a banner is not meant to be looked up close.

Could you please post a screenshot with the pertinent Panels (Toolbox, Layers, Character, Options Bar, …) visible?

What is the image’s Resolution?

What is the text’s Font Size?

»my photoshop bugs every time I open it.«

What does this mean?

Please read this (in particular the section titled "Supply pertinent information for quicker answers"):

I also asked for the file’s resolution.

The magnification of 1% might hint at some nonsensical setting.

And for all I know you could have written off-canvas.
