zoom resize windows not working in my Photoshop CC 2017/2019/2020

Windows 10, Photoshop CC 2017/2019/2020

Zoom Resizes Windows is checked in Preference, but it doesn't work recently. It could work mayne 2 weeks go. However, it cannot work recently no matter in my computer or laptop. I've tried three version of Photoshop but it still doesn't work. 

When Zoom Resizes Windows is NOT checked in Preference, Ctrl+Alt++ and  Ctrl+Alt+- don't cuase resizing windows neither, only zooming in and out.

This really drives me crazy. HELP!!
