Add "Sample Layer" option for Patch Tool

There is "Sample Layer" option in all other healing tools like Spot Healing Brush Tool, Healing Brush Tool etc. It is very convenient for a user who are doing non-destructive editing.
It would be more convenient if "Sample Layer" option is added for Patch Tool also.
