Please bring back the "Generate Normal Map" tool

The Generate Normal Map tool was recently removed, but I got a lot of use out of it and would like it back. I understand you removed it along with the 3D functionality, but it seems like the image-to-normal tool could have remained on its own. I didn't find much use for the rest of the 3D tools, but the loss of this normal map tool put a big hole in my production pipeline. 

I've heard that Adobe suggests people use Substance for this kind of thing , and while I'd love to do more with Substance, that's an expensive upgrade I'm not prepared to make for this one feature.
