Why is Photoshop's menu like Windows 95's?

Why does Photoshop have to keep menus with Windows 95 graphics in 2024? Why? What's the reason?
In Illustrator you can edit with third-party programs, but why does Photoshop have to remain so dated? For what valid reason?
