Can't use ctrl+t on a selection when a path exists

Like the title says, when a path exists I can't use ctrl+t on a selection when a path exists. It will only transform the path and ignore the selection. Naturally I don't want to remove the paths everytime I want to adjust a couple of pixels and then having to manually add the paths back. 

 

Am I missing something or doing something wrong? Is my computer/program not working as intended? Are there a way to transform selections without removing paths?

ctrl+h ctrl+t ctrl+h <do transform> enter

To transform a selection and not a path, in the Paths panel, make sure that the path is not highlighted. You can click in an empty space in the Paths panel to unhighlight all paths.

The thing is I have done that but it keeps high lighting it again when I press ctrl T for some reason?

Have your tried using menu Select>Transform Selection when ctrl+T wants to transform the path not the current active selection as menu Edit Transforn Path is Ctrl+T in this case?
