My brush has gone oval?

Despite selecting a circular brush, it is an oval and paints ovals

Yes I have, those settings are the same as yours

Hi Dave, I changed them to what you stated and it didn't change anything.

However I have found the issue, pixel aspect ratio has made it more into an oval

Pixel aspect ratio & pixel aspect ratio correction changes the display of the entire document to compensate for non square pixel formats, usually old video formats. Unless you have a document in one of those specific formats, it should normally be set to square with aspect ratio correction off.
