To be clear, you really need to have the Creative Cloud Desktop app installed to run Photoshop. Everything concerning your subscription is managed here. As long as you are signed in to your account in the CC desktop app, the individual applications are also activated and ready to go.

 

I haven't tried this, but I suppose it's still possible to download and install Photoshop without the CC app. Then it will only run as a trial.
