I have had Photoshop Elements 4.0 for quite some time. I am used to it. I know where everything is and what it does. I have replaced my old computer with a new one and installed on Windows 10 Home. I have no desire to upgrade because I have no time to learn where everything is and 4.0 works amazingly well for what I need. When I try to open the applications I get a dialog box that says, "Adobe Photoshop Attempt to access invalid address" Please help get me past this so I can once again use the program.

If you have any drives that are larger than 1 TB, you will get that error for Photoshop Elements 4.
Drives that large did not exist when PSE 4 was released.

I'm not looking for a cause, I'm looking for a solution. You've only begun. I sure hope you don't think this is enough.

I understand your desire to run PSE 4, as I run PSE 5 on a couple of computers, but unfortunately, sometimes there are limited solutions for using old software on new operating systems and hardware.
The solution is to make sure that you have no drives larger than 1 TB.

Because you’re trying to use 13 year old software on a modern computer with the latest operating system?
You’re inevitably going to face legacy issues such as this. For some issues there are no workarounds. The long term solution is to run the current version of Elements which is designed and coded for your new computer.

Do you have Chrome installed?
I've been going through some old threads and sometimes having Chrome installed can cause this.
Also, check to make sure that your Windows user account has administrator permissions.

Last Windows 10 update was on 1/22/2019.
I've used Photoshop as late as 2/3. Until now my scans have all gone to Photoshop. Now I can't access scans, either.

To the best of my knowledge, nothing has changed.
I have this theory that if I could do a System Restore, then Photoshop would work again. But my computer won't let me go back to an earlier date.

My Photoshop 5 worked fine this weekend, and now I get that same message:Attempt to access invalid address. Then, if I click OK, it says:
The action you have requested could not be completed because the application is not responding. It may still be loading or waiting for a response from you.
