Cannot install PSE2018, Installation Failed. error summary not available "page cannot be reached"

How are you installing it?

Where did you get the installation file?

What are your computer specs?

I purchased through Adobe online and I have a serial number too and it is also appearing on my Adobe account.  There is a "Download" icon see below screenshot.

Oh wow, that sounds like it.  Thank you so much.  I think we just have to purchase the newer version on my new laptop.

No I don't think so I have no problem with other applications.  Just this PSE.
