I downloaded and installed a trial, the editor requires registration to use for 30 days but the organiser works fine. As it’s the organiser that I want to use can this be used indefinitely without registering or is it time limited.

Normally sign-in and “Licence this Software” only appears when launching the Editor.
How are you launching the Organizer?

So if you launch
Adobe Elements 2019 Organizer.app
What happens?
It should normally launch without licensing.
Then while the app is running right-click (control-click) on the dock icon, choose:
Options >> Keep in dock
You should always be able to launch in future with one click.

I believe it was true that older organizer versions could be used without being licensed, but in recent versions that did not work for me. I just checked that after signing out of PSE2018, I could temporarily use the organizer, but as soon as I tried to edit a file, I got a message saying explicitly that the organizer (not the editor) was not licensed and that I had to sign in again from the editor.

Thankyou, I’m just trying to avoid buying/ upgrading from 13 to 19 just to use the organiser.

A number of bugs have been solved in PSE2019 and if you have enough RAM (at least 8 GB) you should notice speed improvements in the organizer as well as the editor. Test the new features to see if they are significant for you.

This looks correct after Michel's testing.
No doubt Adobe has changed the licensing because Organizer now includes the auto-creations for birthday, wedding, Christmas events etc. which then show up in the Home Hub as collages/slideshows/video. So Organizer is no longer a simple file browser.

No PSE 2018 Organizer is not restricted by licensing AFAIK.
The change appears to have come with PSE 2019

If you mean the necessity to have a license with the organizer too, I think I tried it already with PSE15 without success (on account of the Google Maps issues). That's probably since PSE11?
There is too much integration between the two softwares (three with Premiere Elements) to hope for a standalone version of the organizer.
The only organizing help which would be free is Bridge. You need to have a CC Cloud account but not to subscribe to any plan like the Photographer's plan. Bridge is free, but it is an advanced browser, not a catalog based DAM.

Michel, I'm not sure your test is definitive. I believe you have to be signed in to an Adobe account in order to use the Organizer. If i am correct, then when you signed out and tried to open the Organizer, it would not work. Since you undoubtedly have a license for the program, you cannot test whether a user with an unlicensed Adobe account can use the program. ????
Perhaps graham4321 can test this for us.

I don’t have a license for 18 and it is working, not sure for how long? Just tried 2019 again and that also is working without license!!

Good point, but I remember that when testing with PSE15, I tested with a trial version on my wife's laptop. I believed it was successful... but 30 days later, I got the licensing message. So, we have no way to test it really now unless we wait for 30 days! I did really hope by the time of the Google Maps issue that my suggestion would work. I'll have to search in my posts of that period to find out.

I think Michel is probably correct.
Maybe download the Creative Cloud desktop app and install Bridge if you need an Adobe photo browser.
Or recognise that Mac OS Mojave will struggle with older software, notably 32 bit, and consider a new purchase of PSE.

Ironically on Mac OS the earlier versions of PSE were bundled with Bridge. Organizer was Windows only. Best to test for yourself Graham. We are all clutching at straws.
