I have a reasonably powerful computer (Intel I7-4790K 4Ghz, 32Gb RAM, a minimum of 165 Gb of free disk space on each of my three drives, and Win 10 Pro 64 bit v1709_16299.19), I am working 100% ok with a range of programs (including other photo apps) so I don't believe the problem is with my computer.
Photoshop Elements 2018 is currently completely unusable as I am unable to edit and save files (eg raw and jpgs).
Example 1: I can open a canon raw file in ACR and make the desired adjustments, I then click open image to transfer to photoshop. Very often I'm content with the raw development and just want to save the file as a psd or jpg. For PSD > I do file save as, type a name, click save, and get an error pop-up box "Could not save as path\xxxx because there is not enough memory (RAM)". The xmp sidecar file is created. For JPG > I enter the name and get the "jpg option" box, I select max quality / lowest compression and get an error pop-up box "Photoshop Elements 2018 Editor has stopped working. A problem caused the program to stop working correctly. Windows will close the program and notify you if a solution is available". I click OK, the msg box disappears, and Win 10 shows no notifications.
Example 2: I open a jpg file, make a few adjustments (eg levels, contrast, haze removal) and do file save as, and get the error pop-up box "Could not save as \...\xxxx.jpg because there is not enough memory (RAM)". Even trying to save as a jpg with the lowest quality throws up the same error msg box. I have to do OK to the error msg box and close the file without saving. Viewing task manager whilst the program is running (with a 3.2 Mb jpg open) shows that 108.6 Mb RAM is used by PhotoshopElementsEditor.exe, with only 13% of the total available RAM used by all running processes.
I suspect the problem is to do with the PS Elements 2018 memory settings - particularly RAM, however I am unable to access the preferences > performance section to make any changes.
I can open and adjust every "preferences" section (apart from performance) and the program remains responsive - General, Saving files, Scratch disks, Display & cursors, Transparency, Units & rulers, Guides & grid, Pug-ins, Adobe partner services, Application updates, Type, Country/region selection.
However as soon as I click the performance section I get a msg box "An integer between 50 and 8 is required. Closest value inserted". I then click OK to close it (it pops up twice each time), and from then on I can no longer access the other preferences sections as the same msg keeps popping up. I have to close and re-open the preferences box to access the other areas.
So how can I amend the performance settings and hopefully get the program working correctly? If I can't use the built-in tools is there a way of manually editing a file that stores the performance settings? Where is the preferences file located? As a test I could make a change in one of the other preferences sections and see whether the file updates (ie are the write/edit permissions ok etc).
So far I have:
1. Uninstalled, rebooted and re-installed the program
2. I did ctrl+alt+shift when starting Photoshop to delete the settings file
3. I deleted the folder C:\Users\UserID\AppData\Roaming\Adobe\Photoshop Elements and rebooted
4. I have run from an admin command prompt - c:\Windows\System32>sfc /scannow - with no problems, and the event logs show "Windows has scanned the file system and found no problems. No further action is required".
5. I have used Adobe application manager to check for updates and my system is up-to-date. I have updated to Adobe Photoshop Camera Raw v10.0.0.827.
None of the above actions resolved the problem and I am still unable to open the performance settings, and cannot edit and save files.
My PC, the OS and all other programs are working correctly without any problems. I believe the problem lies with Adobe Photoshop Elements 2018. Re-installing the OS and all other programs is not an option for me - I would like Adobe to fix the product by releasing an update, or assist me to make a fix and get my paid for software working.
Doing a search on the internet and the Adobe site shows that I am not the only person experiencing this type of problem.

After a couple of sessions with Adobe tech support last month my issue has been resolved, and I can now actually use the program!!
The techie took over my PC and tried a number of things, but in the end the solution was to create a registry key to manually allocate RAM to PSE 2018 (over-riding the Adobe software process that wasn't working correctly in my case).
I found the Adobe support process to be very good - the staff were friendly, knowledgeable, reliable and swift.

It is obvious that PSE program has this very bad setup process because I even have run into the "memory problem" when trying to reinstall Elements 14 on a new Windows 10 computer. And as far as "TECHNICAL SUPPORT" I can not even get "CHAT" let alone phone support. I guess the only way out is to buy a product from a different company. I always say any product (no matter how good) -- is NO PRODUCT at all without some decent support.

MY case is similar with your case.
My trouble seemed to happen after CAMERA RAW update. Then I tried to find further updated version.

After installing updated version, Camera Raw 10.1, my trouble of memory was solved and now working well.

Unfortunately I had the same issue when I first installed PSE 2018 from the retail DVD, I then used Adobe Application Manager to look for software updates and the camera raw was updated to v10.1.0.864 - however the problem is still there. It's very frustrating because I want to use PSE 2018 (and I would not need to look at other photo developing and editing options) however I have never been able to use it to successfully edit and save a RAW file.

Same issue here. And unfortunately no solution. I have a very potent machine - so it's not resource constrained.
The only correlation I can make is the problem happened with the latest Apple updates last week to iTunes and corresponding crap. It's even broken my IDrive (online backup) program.

Matthew is your problem with PSE 2018 exactly the same as mine - ie you cannot get in to edit the settings in the preferences > performance section?
If so, it is interesting that the same problem occurs in two completely different OS's - Apple and MS Windows.
I don't know much about Apple OS, but with the new MS model of Windows 10 as a service and being regularly (compulsory) updated, it must be difficult for Adobe to keep up with the changes in the OS. And each Windows 10 update could potentially break something in PSE 2018.
So what are the common factors across the two different OS's - eg machine hardware spec?

I posted a similar message regarding alleviating memory problems. Any editing or organizing session over 1/2 hour will have PSE 2018 using above what Is allocated in preferences. Preferences for me is 8gb, and I have 12 gb. Once that happens performance is very sluggish and I often get "stopped responding" message. At that point I have to wait up to half hour, for PSE to get its inner workings synchronized again, once it starts responding, I shut it down and restart. It is so messed up at tat point that judging by the task manager panel, it takes up to two minutes to shut down completely and clear out its memory.

Jos nailed this. The PC really started acting up after the new Win update. Followed the fix he suggested, problem solved. All I can say is thanks for taking the time to post all that. If my search for the issue hadn't shown up, I'd still be chasing my tail. Adobe should comp Jos an editing suite subscription for the trouble IMHO.

I couldn't agree more!!! Why aren't these solutions sent out to all Adobe account holders as a matter of course? I was about to just give up my purchase of Elements as a bad loss. Finally stumbled across this page with my searching for answer.

I have the same problem with Elements 14 and besides that Elements can't find the printer, while with all other programs it works perfect.
Where do I go to get the proper help? I'm in Europe (Holland).

Hi, the answer works for PSE 14, too. (I tried it with PSE 14, the problem was the same. Now I'm happy.)
I have only 4 GB RAM, so I reduced the value of the DWORD from 8000 to 600. But this does not seem to be critical.
Afterwards, you can adjust it in PSE 14 Preferences. It will be working again.
I do not know, how to fix the printer problem, however.

Yesterday there was an Adobe update to PSE and DNG Converter. Not sure what the update was, but the timing is curious. Everything still works fine for me on PSE14 but I'd done the regedit prior to the update. Auto updates must be turned on for this to work. If the update was to correct the Windows 10 update problem with Adobe their reaction time was pretty good IMO.

No updates have been released for PSE14 and ACR!
Did you reinstal PSE14 recently?
What are the version numbers now? PSE14.1 and ACR 9.5 ? If so, that's nothing new.

Did you read that post in the feedback forum?
Some history:
- 3 months ago, the original poster reported the issue for Photoshop CC in the feedback forum.
- Adobe immediately answered that it was a known issue, that a workaround was available (registry editing) and that they were working on the problem.
- about the same time, various Elements users did complain about identical problems and they all seemed to have a lot of RAM.
- A few days ago, the Windows build 1803 started to be rolled out, and there started the flow of complaints for Elements on various recent versions.
- It's important to state that today, we don't know the percentage of Elements users who are affected. I know many users who don't have the issue and I don't either (I have 8GB RAM)
- the merit of the original poster in this discussion (Jos Layton) was to find the link between the Photoshop issue and the present Elements one, and to provide the workaround which works for both (many thanks for that, Jos !)
- Yesterday, Adobe offered to test a new Photoshop CC version as a beta test.
- Not a single official comment for Elements users in this forum or in the feedback Elements subforum:

It may be useful to add that the Windows update brought another annoying bug for users of the 'floating windows' for documents in expert mode.

It would be tremendously helpful if Adobe made a list of known Photoshop problems they are working on and the STATUS of their work readily available to us. If, unbeknownst to me, this is currently available could someone please provide a link to the site.

Just had this happen in the middle of a MLS photo job.. able to edit but unable to save photos in JPG format. Not good. After reinstalling PS Elements 2018 but still unable to save images as JPGs I resorted to saving them in TIFF format and re-saving them in another editor as JPGs. This worked and I got the job done and off to the client. However, it's an inconvenience to have to work this way so I will probably be shopping for another editor.
