Another thing to try:
You may need to install the Creative Cloud application before installing Photoshop Elements:

I had to install it to be able to install PSE 2018 on Windows 10.

You only need to install the FREE Creative Cloud desktop application. You do NOT need to purchase any subscription plan.

@Peru Bob, I was replying in response to an email notification of your post before you edited out (your Macro's) subscription information. Sorry for yelling. 😁

@Greg_S. Yes, that wouldn't happen if we had more macros. I have multiple solutions in one macro and delete the parts that don't apply.

@Enzo2928705896ao, do you have any other versions of Elements installed?
Did you try Bob's suggestions to use the Creative Cloud Cleaner application to remove all traces of your original installation? Why was it necessary for you to reinstall the program on your computer?
If you contact Adobe support, they can probably take control of your computer remotely and resolve the issue for you.
You can try installing a free trial version of Elements 2023 to see whether that works for you. (But I am confident that Adobe support can fix your installation problem with Elements 2021.)

Ho installato Photoshop Elements di prova ma mi ha dato lo stesso problema così ho reinstallato Finestre.

Did that fix it?
