How can I change the aspect ratio from long vertical to portrait without cropping the top and bottom off but rather by adding borders to the sides?

First thing to do is set the Crop tool aspect ratio to 1:1
Then drag out one of the corners while holding down the Alt (Opt) key expanding the crop tool boundery outside the original border.
You can fill the background with a color of your choice, but if you set the Fill option to Generative Expand in the Options Bar, Photoshop will do an amazing job of filling in the addition canvas.

oh hi- thank you. Is there a way to address this on the iPhone photoshop express app? I've attached two photos to show what I'm trying to do. Inshot will do what I'm talking about but it degrades the reapportion so much when you save i was hoping photoshop express had an equivalent function but can only figure out how to crop the image to meet the aspect ration, rather than shrink and add borders...
