Ok so I'm new to 3d and we purchased an already made 3d image. How do I add that to the new mesh from layer mesh presets? I have an OBJ file. Please help. Windows 10 and ps 2020

Would opening it (as opposed to loading it as preset) suffice? If so, here's a video from Howard Pinsky showing importing and working with a 3D model. Instead of going to 3D > New Mesh from Layer > Mesh Preset > [pick a preset], you would go to 3D > New 3D Layer from File... and navigate to your .obj file.
If you're new to 3D, have you considered trying Adobe Dimension? It's pretty simple and supports .obj files.

Ok so we purchased an already made 3D baseball cap and I need to wrap a patch around the hat front. I did a new 3D layer from file. Then I pasted the patch in and in the 3D panel pops up a window that says create new 3D object. If I were using a preset I would click on preset and hit create and poof I would be there but I can't figure out what I'm supposed to click on to create since I'm not using a preset. Any help would be appreciated.

to answer your actual question, Adobe stores the template mesh models as dae files in the mesh folder
so for example if we assume 2018 which was the last stable build then the default path is
C:\Program Files\Adobe\Adobe Photoshop CC 2018\Presets\Meshes
