How to add NEW Plug-ins to my Photoshop CS3 ?
Please see for yourself which version of Camera Raw supports a camera and which version of Photoshop is compatible with that ACR version:

What plug-ins? what system? You need to be much more specific. that being said, with your old version it is unlikely you will be able to use any contemporary plug-ins just as it is unlikely any company will sell you legacy plug-ins.

Which exact plug-ins are you talking about?
If they were released since Photoshop CS3 had become obsolete (late 2008) I would expect there is little to no chance to use them with Photoshop CS3.

What do you mean by that? Which plug-ins specifically do you want to upgrade?
Do you understand that you are using obsolete software and that plug-ins created for more recent versions of Photoshop are no use to you?

You seem to be using obsolete software but expecting it to be able to keep up with more modern hardware.

Unsurprisingly your obsolete Photoshop version cannot accommodate the ACR plugin necessary to process that camera model’s RAW images.
