You're screenshot does not show whether you have the 32 or 64 bit version of Windows installed

If you are not sure how to find this, go to Settings > System > About. Look under the "Device specifications" heading and it will tell you to the right of "System type".

Any chance you are using a Long Term Servicing Channel (LTSC) version of Windows 10 Enterprise ?
From Adobe system requirements : "Windows 10 (64-bit) version 1809 or later; LTSC versions are not supported"

I'm afaid I'm stumped on this one 😞
In your situation I would remove the Photoshop installation and the CC desktop app. Run the Adobe CC cleaner tool, then reinstall the CC desktop app and reinstall Photoshop.

v22.x requires your processor to support SSE4.2 you can check for that in an older version of Photoshop, as shown in the linked article, or using CPU-Z (free just google for it))

That's a fairly old CPU - does it support SSE4.2? This is a new requirement in PS version 22.
