I've not heard of that plugin, but I found it easily enough

You say you bought this plugin at Adobe?  That does not make sense to me.  If it was an extension, you might have found it on the Adobe Exchange site, but this is a third party application, and nothing to do with Adobe.

BTW   This took me two minutes using what's already available in Photoshop

    Brilliant! Thanks, Trevor.Dennis!

Thanks Jane, but that's just Filter Gallery stuff.  A more interesting thing from Jeff's link to Adobe Exchange, is the cost of Engraver III

$75 is twice the cost of Lazy Nezumi Pro, or Star Filter Pro 4, or Topaz Simplify.  All of which are orders of magnitude more useful than Engraver.

You could argue that there is more to Engrave III than the parallel halftone lines, but that's easily fixed.

You couldn't apply the Distort > Wave filter to the horse layer, but if you applied Halftone to a medium grey, and set it to Multiply, you get the same result.  Plus you can use Wave on the medium grey layer

Engraver has some grunge going on, so just apply some noise before applying the Halftone, and you are getting close

This was five minutes just doing it right out of my head, so with some more thought and practice, I think you could duplicate Engraver III, and even record it as a couple of Actions, (you'd still need to select and copy part of the image to apply the effects separately).

...but with the effect being non-destructive, you could experiment as much as you want

A wee point of interest, but not actually useful, is that when crushing the halftone lines, you can generate some fantastic moire patterns.  They disappear when you commit the Transform though.
