Alt+drag to copy layer not working on PC

I have a a Lenovo Ideapad 330 pc laptop and when I try to Alt and drag to create a copy of the layer and move it, it won't work!!!!! what is flaming well going on here?  Same problem in CS6 too.Ctrl+j is OK but nothing with ALT+DRAG!!!! this is very frustrating and not very good. What needs to be done?

Also what happened to Live Screen Drawing option?
