Your Vega 8 video card does not meet the minimum requirements to run newer versions of Photoshop.

Specifically it only has an Ops/Sec of 886 when the recommended minium is 2,000

You'll have to install a previous version of Photoshop (pre 2021) to bypass this requirement or upgrade your Graphics card.
