Aspect Ratio not staying locked

Help. I just updated to the latest version of Photoshop, and I'm having all sorts of issues with regards to resizing images. The "aspect ratio" lock button does not stay locked (after selecting it), and turns off mid-resizing of the image. It only resizes if I click into the actual PERCENT to scale, rather than the transforming of the corners of the image.

ALSO...the image once it scales down, loses all it's crispness, and the edge ends up looking like a dog ate your homework, super rough, chunky, and not smooth or clean anymore.

I am re-sizing between same file sizes and resolutions.

Did something with aspect ratio get messed up with the Photoshop update?

    Hi there, now u do not need to hold down the Shift button in order to keep the aspect ratio.

    I know... You will get use to it. Once you do, it's pretty awesome.

    That is not always correct  for Shape layers and other Photoshop tools you have to use the old tried and proven way. It is quite confusing.

    Did you read what is new in CC 2019.  Adobe changed transform to be inconsistent to do some layer type one way and other layer type the other way. This is in the update:

    "Photoshop now transforms most layer types (such as pixel layers, type layers, bitmaps, Placed Smart Objects) proportionally by default. Shapes and paths, that is vectors, still transform non-proportionally by default. ".

    Photoshop tools also use Sihft to constrain without shift tools resize is not constrained.

    To revert to the legacy transform behavior, do the following:

    1. Use Notepad (Windows) or a text editor on Mac OS to create a plain text file (.txt).
    2. Type the text below in the text file:

      TransformProportionalScale 0

    3. Save the file as "PSUserConfig.txt" to your Photoshop settings folder:
      • Windows: [Installation Drive]:\Users\[User Name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2019\Adobe Photoshop CC 2019 Settings\
      • macOS: //Users/[User Name]/Library/Preferences/Adobe Photoshop CC 2019 Settings/
