Both Photoshop and Indesign can do layout. Many will write the Indesign is the better choice. This may be true for me it is not. Because I do not install or know how to use Indesign. I also do not want to learn or install an other complex Adobe application for Adobe application support is to poor. I meant to paste some images of that you want to achieve, so someone who writes scripts may know what to do.

Photoshop Actions are very limited and would not be a feature to use for making composite layouts. Photoshop can be scripted and can have Plug-in type Dialogs and can even be programed to be a Photoshop Plug-in that can be recorded in action like some Photoshop Plug-ins have Action support programed in.
Indesign may have better layout features than Photoshop and most like has Scripting support so Auto Layout scripts may be easier to program using Indesign. However, I'll never go there for I do not want to deal with an other complex Adobe Application because of the way Adobe supports Photoshop.
Auto-Layouts need to be design and programmed. In Photoshop auto-layout need design, a Photoshop Script programed and content files. Sometimes the script have the layout programmed in but other Scripts like Photoshop feature Data Driven graphics need the user to create a layout design template and provide replacement content. For example my free package has PasteImageRoll script and other scripts that required Mockup or Collage Templates
