Blur Gallery: Spin

I am trying to get the tires on a car to look like they are spinning. However when I convert to smart filters>blur gallery>spin, what I get is a circle but the tabs for the adjustments are missing. So I can't properly change the size, shape, or angle. All the videos show these tabs and mine tool does not show them. I have included the image. Of course I had to flatten it so include it, so you can't see the tool, you just see the effect. I will appreciate any advice you can give.
