I have an image I saved as a png. When I put it into a new document and resize it, it becomes blurry. How to do I keep the quality of the image? This is for clipart purposes. Thank you.

You may not be able too.  You provided no information about the resize your doing. A png file is basicly a single raster layer.  If the its canvas size is small and ypu place in into a a document with a large canvas size and you scale scale the placed in image to fill the canvas it will blur some how much depend on how big the size changs was.
