BUG: New Tool Preset item is greyed for 9 tools

In 'Tools Preset' panel the 'New Tool Preset...' item (first of dropdown menu) is greyed for following tools:

Slice Select, Ruler, Count, Add / Delete Anchor Point, Convert Point, Direct Selection, Hand, Rotate View

Ps. I'm posting here it as infomration, but mainly I provided it to PR.

I don't believe that's a bug , but the way adobe intended.

I checked back all the way to photoshop 7 when tool presets first appeared and the same ones are greyed out in all the photoshop versions up to 2020. Of course not every version has some of the tools like Count and Rotate View.

For ex. Note Tool is very alike to Count Tool, but for some reason we can't create new preset for that 2nd.
