Photoshop CC 2018 (32 Bit) version: 19.0

The Twain plugin was downloaded from here: TWAIN plug-in scanner | Photoshop CS4 and later

Action:

0. Don't open other irrelevant documents

1. Import a image from Twain input

2. Close the imported document

3. Exit Photoshop, Photoshop will prompt you there have a modified document (Actually doesn't exist)

4. If you try to save the doesn't-exist-document, Photoshop will crash

The code is pretty old for this plugin (CS6) and changes in Photoshop code will break it.

In fact, they go no further than 2015. It was old technology that is no longer updated.

"Applies to: Photoshop CC Photoshop CC (2014) Photoshop CC (2015)

    August 24, 2016"

If you still want something like Twain, I'd recommend Vuescan which comes with a "Vuescan Import function" much like Twain, but 64 bit systems and it does work. I run my Brother MFC scanner off of it wirelessly, no more USB cables.

Eval it here: VueScan Scanner Software for Windows, Mac OS X and Linux

Try the one from this page:

(don't forget to remove the cs4 twain plugin first)

I tried, there is no difference in behavior. I think the problem is in CC 2018, not in the plugin. I'm sure CC 2015.x have no this problem, as for CC 2017 I'm not sure.
